Poor contacts in the headlight switch

The headlight switch is the device used by the driver to activate the headlights. The switch actuates the headlight relay by completing an electrical circuit. If the contacts in the switch are poor or defective, the switch may only complete the circuit at some points. This can cause a flicker in the headlights. See headlight relay electromagnet is weak.

Poor contacts in the headlight switch can interrupt the electrical current in the headlight circuit. This will cycle the current through the bulbs, causing the to turn off and on.
