The bulbs of the turn signals need to make proper contact with the sockets in order function. If the bulbs are loose in the sockets, they will not function properly. They may work at some points but not at others.

If the turn signal sometimes works, the bulb may be in a position where it makes contact once in a while. This will make the bulb work properly, but when it falls out of position, it will not work.

If the bulb is completely out of position, it will not be able to make contact and light up.
