If the high beam circuit has a short, the circuit will no be interrupted, allowing electricity to continuous flow to the high beams.

High Beams Always On

A short circuit in the high beams will prevent them from being turned off. The lights will remain on even when the switch is turned off. The electricity is bypassing the headlight relay and completing the circuit.
