If the horn relay malfunctions, the circuit from the battery to the horn cannot be completed. Depending on the malfunction, the circuit may be completed intermittently.

Horn Doesn't Work

If the relay malfunctions, when the horn button is pressed, the circuit will not be completed and the horn will not receive power. This may happen all the time or once in a while depending on the severity of the defect.
