Defective gas tank baffles
The gas tank baffles prevent gasoline from sloshing around in the gas tank. If a baffle is broken or loose, the gas may move more than normal.

Symptoms
Fuel Gauge Fluctuates
If your fuel gauge is moving, especially during acceleration or stopping, the gas may be moving too much in the tank. This is generally caused by a damaged or loose baffle. The gas, being free from obstruction, will produce waves. The peaks and troughs of the wave will cause the fuel gauge to move back and forth.
