Clutch cable is binding
The clutch cable may bind to other parts, causing the clutch pedal to not fully return to its starting position.

Causes
Stretched or Worn Cable
If the cable has become stretched or worn, there may be more slack on it. This can give it more room to move as the pedal is pressed. It will be able to touch other parts more easily, creating more instances for binding.
