The window regulator is the device to which the window is attached and moves. A broken or jammed regulator will prevent the windows from moving.

Windows Don't Move

A broken or jammed regulator will prevent the windows from moving. On vehicles with power windows, the window motor will make a struggling noise as it tries to move the regulator. On manual windows, the window crank will be difficult to turn as the jammed regulator will prevent movement.
