If the horn relay is defective, the electrical current will not be able to reach the horn. Depending on the defect, the horn may be able to sound once in a while or not at all. The defect may also keep the horn on, if the relay keeps the circuit closed.

Symptoms

Horn Doesn't Work

A defective horn relay will prevent the flow electrical current from reaching the horn. When the horn switch is pressed, the circuit will not be completed.

The circuit may be completed some times, causing the horn to work periodically.

Horn Remains On

If the horn remains on, the horn relay may be keeping the circuit closed. The electric current will continue to flow to the horn.

Horn Sounds by Itself

A defective relay may also periodically complete the horn circuit, causing the horn to sound with the driver pressing the horn switch.
